Overview.
The seemingly peaceful region of Rakuen is split rather cleanly into three groups- Rangers, Researchers, and members of the five Families. These are very broad categories that encompass many different organizations and beliefs. Whether or not they're "good" varies wildly by location and even by individual, so it's wise to look into the history of an island before daring to travel there.
Rangers.
The Rangers serve primarily as Rakuen's law enforcement, but they serve several other purposes besides. Their job is, essentially, to be good samaritans to humans and Pokemon alike. They watch over the environment, intervene to preserve wild Pokemon, and are generally the first people to go to for any sort of problem. Their jobs range from finding lost Skitty to controlling wild fires to taking down international crime rings. However, though they're technically united under a central Ranger Union, the Ranger bases of each island are very independent and thus are run very differently. Their wide array of powers also has the potential to be horribly abused.

Researchers.
Many civilians have made Rakuen their home, but the most prominent among them are the Researchers. These brave souls have dedicated their lives to understanding the world around them, and though many of them work for larger companies as a group they owe allegiance to no one but themselves. They happen to be the most diverse group in Rakuen and, by extension, are the most unpredictable. Intelligent scientists, brawny adventurers, rich doctors, poor wanderers- the list goes on and on. They will occasionally ally themselves with one group or the other but for the most part they go on in their lives, relatively unaffected by anything but the most violently obvious of conflicts. What separates them from average citizens is that they have obtained licenses to own Pokemon in Pokeballs- Researchers are fully able to hold other jobs and are just as likely to be business owners as they are to be wandering adventurers.
Researchers are the only class without access to any subclasses, though characters are encouraged to have an additional occupation if they so choose.
Family Members.
Rakuen's underworld is controlled almost entirely by the five great Families, rulers of organized crime. Their operations range from poaching to drug dealing to attempts at world domination, the one main constant being that they're nearly always at odds with the Rangers. Some Families are larger than others and they don't always get along, but they have a general understanding that they each keep to their own islands and leave the others alone. The Rangers are the enemy, not each other, after all. They generally consider themselves above the law, but aren't above enforcing their own rules upon others
