The Commission.
The Five Families of Rakuen have an uneasy peace but it is indeed a peace, forged mostly by their common enemies in the Rangers. Each Family generally sticks to their own domain and they try not to intervene in anyone else's business. However, sometimes cooperation becomes necessary, and thus the Commission was born. Located on Andromeda Island- recklessly close to the Ranger Union's headquarters, as if to poke fun at their adversaries- the Commission regulates the Families to some extent. Their main purpose is to make sure that no member of any mafia rats out any of the others, though they will occasionally step in if any plans of world domination get too out of hand. Everyone else has to live here too, after all.

Abbatelli Family.
Despite their status as the largest Family, the Abbatelli are one of the calmest, most serious mafias. They can't afford to be too outgoing- after all, they make their home on Andromeda, the home island of the Rangers. They tend to keep a low profile and thus stay away from petty crime. You have to get caught to get arrested, after all, so it's all slick high-profile con jobs for them, always careful to leave very little evidence behind. They're not generally prone to violence, but have their hands in large rings of crime, mostly drug trafficking and money laundering. These slick, smooth criminals are some of the richest individuals in all of Rakuen.

Vasquez Gang.
The Vasquez Gang is the leading group of criminals on Ursa Major, and they're none too subtle about it. They're outlaws, through and through, and they're not exactly shy about showing it. They're best known for stealing whole herds of Tauros and Rapidash, not to mention robbing the banks and trains found across the island. Those aren't daily occasions, though, and they spend most of their days smoking and gambling in the local taverns. They also boast the largest prostitution ring in Rakuen, and are known as the Family of vice, pleasure, and sin.

D'Angelo Family.
The D'Angelo Family all but runs the corrupt Orion. Most Rangers there are either on their payroll or too afraid to mess with them, and they run rampant in the streets, demanding protection money from citizens and waving guns all over the place. Theirs is the Family of hitmen and they're not afraid to beat up or downright off those that get in their way. They don't seem to really do much, just living like parasites off of whoever is unfortunate enough to cross their path, though they're occasionally hired by the other Families to do their dirty work.

Ratti Family.
The Ratti are the sly, sneaky Family of spies. Though the Pleiades seem peaceful enough on the surface, the Ratti have their eyes everywhere, always watching. Left alone they don't tend to cause too much trouble, but they're information brokers first and foremost and thus stick their noses into everything. The Pleiades have some of the best ports in Rakuen, and the Ratti keep close track of all comings and goings, legal and otherwise. If you want to export something illegally these are the people to talk to; just be aware that if things go south, they'll turn you in in a heartbeat.

Capello Alliance.
The Capello are less of a closely organized group and more of a loose cluster of individuals, based mainly out of Hades. They run the largest Pokemon trafficking business in all the islands, but they don't keep a hold of it through rules or hierarchy. Instead, the two bosses post requests for certain Pokemon, and anyone and everyone is invited to bring them in for a reward. These bounty hunters are a competitive bunch, but they also look out for each other, so it's close enough to a Family to be considered one.
