History
Rafael was born in the big city to a massive mess of a family. He had a mess of older brothers and half-brothers, left over from the stream of ex-wives his father left behind. The de le Luna boys didn't have much in common other than their name, but that didn't stop the nasty reputation that seemed to follow the lot of them.
His elder brothers ran with gangs, were constantly involved with long strings of petty crimes, and though Raf himself was never the type to step out of line he was often treated with distrust and downright disgust. It didn't do much to endear the Rangers to him- they were quick to assume he was in the wrong, and, well. When you're going to get in trouble anyway you might as well do it, right?
He was often blamed by his classmates whenever anything went wrong- money disappeared from your wallet? the Luna kid did it, obviously- and that wasn't fair, he tried to be good, he really did. But it was too much for the shy, gentle child, and he dropped out of high school as soon as he was able.
He hadn't shown much interest in his brothers before and they didn't exactly love him for it, but when he went to them for help they took him in with open arms, which spoke volumes more than anything the law had ever done for him. He was dragged deeper and deeper into the world of crime, for no reason other than that once he started it was so much easier to keep going along with it.
A particularly bad drug bust when he was nineteen scattered the people he was working with at the time, and he fled for a place where his reputation didn't precede him. He wound up in Ursa Major- laid back enough to be peaceful, with just the sort of edge he needed to keep up his sort of lifestyle.
He was picked up by the local Vasquez gang with little problem- they weren't exactly picky- and unlike back home, here his caring nature actually got him something. The other members of the gang grew to like him, to actually respect him, and eventually he wound up as the unofficial leader of the pack.
It wasn't like he intended to rule. All he did was ensure that his Family was taken care of at all times, but their loyalty blossomed and grew, until he was the proud (older brother? father?) to a people he could call his own, a Family of his own making.

appearance
He's tall, fit, lightly tanned, with a cigarette between his lips and a motorbike between his legs. Though he's decently well muscled he isn't particularly thuggish, giving off more of a slim, elegant vibe, with just a hint of bad boy.
He dresses simple but sharp, with an occasional penchant for dramatic flair. It depends on what he's doing for the day, though, as from within the private sanctuary of the saloons he'll occasionally dress in something a little more... outrageous.
His eyes are sky blue and his hair is- well, no one's really sure what it is naturally, he dyes it purple with an obsession bordering on religion.

Rafael isn't really two-faced, per say, but he definitely exists in two distinct modes. Most of the time he makes an effort to be who others want him to be, who they need him to be. For his Family he's the doting older brother, with just enough tough love to keep them in line. For the Rangers he's a smooth criminal, cool and composed and condescending. At the saloon he's slick and sinful- he'll be anything you want him to be, honey, just say the word.
He's a chameleon, he takes on the attributes of those around him, but that isn't actually him. He doesn't get much chance to be just him, his Family needs someone more than that. For you see Rafael is weak. He's a shy, blushing, bumbling idiot, a bleeding heart and a hopeless romantic. He feeds on others' perceptions of him, fakes it til he makes it, and any attempts to honestly reach out usually end in embarrassing failure.
He's not nearly the badass he makes himself out to be- not that that particular illusion fools anyone, but he's generally seen as collected and confident, someone who knows what he's doing rather than someone stumbling in the dark. He's pragmatic, they say, he knows not to let his people get slaughtered- he's really just a coward. He's innocent and sweet and a pushover, a naive little kid in a grown up's world, and he lives in fear that one day someone is going to call him out on it.
